Q

There are two core aspects of Transforming Rehabilitation that are crucial to understanding the practice changes that will result and relevant timescales. These are:

A

The opening up of Offender Management to new rehabilitation providers, while retaining court services and management of offenders who pose a high risk of serious harm (or who have committed the most serious offences) in the public sector; the legislative basis for which is contained in the Offender Management Act 2007 (the split into the NPS and the CRCs)

The Offender Rehabilitation Act, which introduces new sentencing provisions, changes to some existing sentencing provisions, clarification of the role of responsible officers and the creation of the role of enforcement officer
