Three years prior to IOC for a major defense acquisition program or for major system follow-on TDs.
Prior to initial operational test and evaluation (IOT&E) operational evaluation.
Three months prior to IOC for rapid acquisition programs such as NDI, COTS, RDC, AAP, and JUON programs

The TTA is intended to be the coordination vice management tool to facilitate effective training transition planning.
