Define a high risk course
a term to describe a known or unknown condition or state where a elevated probability of loss or increased level of severity is likely or imminent. will require special attention and/or intervention to prevent a dangerous situation.
Discuss what type of coursres are consisdered high risk
High risk training all basic and advanced, individual or collective training in a traditional or non traditional environment which exposes the crew staff students to the risk of death, permanent disability or loss durning trainging. all courses with a RAC of 1 or 2 as well as a RAC of 3 in severity level 1 or 2
Discuss the difference in voluntary and involuntary courses
VOLUNTARY- training which the sailor has voluntary enrolled and has the ability to drop on request and return to his/her orginal rating
UNVOLUNTARY- training which the sailor is enrolled thru the accession training or follow-on specialty skills school
Discuss drop on request and the procedures for conductiing one
when a student wants to drop on request, the student needs to make his/her intentions known and the student will be immediately removed from the training area. a written summary of action taken is entered in the students service recor and a copy is maintained in the commands records.
Discuss training time out and procedures for conducting one
in any situation when students or staff express concern for the safety or a need to clarify procedures or requirements they shall call TTO. training will immediatly cease until the situation or condition is returned to a safe state.
discuss the purpose of the emergancy action plan(EAP) and how often it must be reveiwed and exercised
EAP is implemented immediatly upon a mishap to help aid the persons and to control and safeguard the scene. this plan is developed for all high rish courses and must include primary and alternate comms, telephone numbers, radio channels, call signs, locations of emergancy response personnel and locations of medical equipment, shutdown procedures, muster sites and methods.EAP must comply with locally established emergancy procedures as directed by the local emergancy response manager.
discuss the periodic requirement for safety stand downs
at a minimum commands shall conduct 1 safety stand down per year. additional stand downs may be warranted at the discretion of the commanding officer
discuss mishap reporting as it pretains to high risk instructors
any mishap that occurs to instructors stuident assests while conducting training must be reported
discuss site augment plans as it pretains to high risk instructors
curriculum control authority(CCA) develop site augment plans with unique training situations as required for high risk courses. learning standards officer(LSO) are assigned the following responsibilities to ensure instructors are certified to instruct utilizing safety requirements, precautions and safeguards relative to the course they teach. this includes the completetion of site augment plan if required
what is a special course indicator code
voluntary training is identified by a special indicator code of A or D
what is core unique instructor training(CUIT)
CUIT is designed to prepare the instructor to teach a high risk course. the content of the training will vary from course to course but includes all items of high risk which require special attention. familiarization with basic high risk training and safety protoocols and policies. the items taught in CUIT must apply universally to all sites where the course is taught.
high risk instructor screening process
once a candidate is identified for high risk instructor duty the gaining command shall contact the detaching command and provide the appropriate tailored screening requirements and forms for the recording screening milestones. the candidate must be fully screened periodically to the standards- service record screened, physical requirements, medical officer reveiw, CO’s interveiw and at anytime the CO can rescreen all high risk instructors.

evaluation program that assesses high risk instructors in classroom and lab or feild environments in percentages proportionate to th etime spent in each environment.
discuss the importance of heat/cold stress and monitoring and conrol in a training environment
based on the students prior conditioning, activity level of the training to ensure sailors are prepared to participate in the activity and mitigate potential loss of life.
