When can companies request to be added to an incident they were not initially dispatched to?

What resource and circumstance is the only exception to this?

Answer 1

Companies not assigned to an incident shall only request to be added to dispatches if they are in the first-in district of the incident

Exception: Light Forces may request to add themselves to incidents in their first alarm district
