how can you make a permeable living windbreak?
A
Alternate planting of evergreen and deciduous subjects - they will allow some air through and prevent a frost pocket if situated at the base of a slope.

what would happen if a wind break was too short in length or solid?
A
it results in wind eddies at the end with increased wind speeds.
Solid windbreaks cause turbulence and higher wind speeds resulting in more damage than if it did not exist.

Plant well in advance
Use a fast establishing species - feed regularly, trim to encourage shape/density
