What does neo-endogenous development depend on?

Growth: Making things bigger - quantitative
Development: quantitative and qualitative. well being, social transformation etc.
Traditional location factors for industry development (5 points)
- labor supply

- transportation
- infrastructure
Institutional turn
- Economy not just about traditional factors of industry development
- informal connections. Trust, expectations, shared responses between businesses, networks.
- started in 1990s
- shared responses to threats
- globally local: using local space to remain/become globally competitive
CF: Cohesion Fund
—> Aimed at EU member states whose gross national income is less than 90% of EU average. Aims to reduce social and economic disparities

Multi-level governance:
power is spread vertically between many levels of government and horizontally across multiple quasi-government and non-governmental organizations and actors.
Vertical cooperation definition
producers at different levels of supply chain - e.g. toothbrush bristle and toothbrush handle — so they can cooperate together, usually less competitive since they have different production niches
horizontal cooperation.
same level of the supply chain. usually competitors but can cooperate e.g. making toothbrush bristles. They can create strategic alliances, or support community interests together —> e.g. food industry working together to stop ampelbezeichnung on packaging even though they are competitors
CLLD community led local development (previously LEADER) 7 key features:

4 Challenged of neo-endogenous development
(Parra): Territorial mosaic can occur. Lack of management, disagreements in areas, and also local response and protest, e.g. about the development of a tourism resort
Bosworth: says this can occur due to difference between gov boundaries and locally identified spaces
2. Uncritical adoption: no consensus on how multi-level governance should be organized. Could lead to spatially blind policy interventions if interventions not organized correctly
3. Elite capture - unequal power. Rhetoric of partnership creation but small elite end up taking decisions. Someone still needs to decide which locals have a voice, but who?
4. Experience differences: Locals often don’t know about governance, or the experience for bottom up development. When top says ok do your own thing, some places will fail to do so as they don’t know how. Some places will adapt better than others to this change
