Jurisdictions feel like it is best if we put them in one place and we can anticipate the secondary effects and have a higher police presence to deal with these concerns. Maybe concentrate them within 5% of the cities land. All in one section.

Sometimes they are regulated in terms of not right next to the schools they are also not allowed to be in 500 feet of a residence or another regulated use. Idea being that we don’t want to put too many things next to each other that would cause a greater incidence of secondary effects.
