A

The fact that foreign powers had intervened for the whites put him on the defensive, he abandoned the idea of world revolution and introduced a more peaceful foreign policy.

How did the civil war influence the formation of the Russian government?

A

The post war government consisted of men who had played roles in the war, the government began to be dominated by orderliness, comradeship and total loyalty to the party. The militaristic approach can most be seen in the introduction of war communism.
