Who was he
-Ex-soldier who served under Von Hindenburg
-In June 1932 he was appointed Defence Minister and was a close ally of the President
-In December 1932 he was appointed Chancellor
What was his government like
He wanted a socialist government
He hoped the government would include Trade Unions and the socialist elements of the NSDAP led by Strasser. In theory this government would be popular with working class Germans
He was unsuccessful as Trade Unions didn’t trust him and Strasser had limited control over the NSDAP. Hitler forced him to leave the party
Why was he replaced by Hitler as Chancellor
-Von Papen wanted revenge after Schleicher had him sacked
-Von Papens plan was to use the Nazis to do this. He won over Von Hindenburg by convincing him he could control Hitler as he would be his deputy. There would only be 3 Nazis in cabinet.
-Elite likes Nazis RW belief more than socialist beliefs. They also knew voters supported the Nazis which would make the government more popular.
-Elite also persuaded Hindenburg who hated Hitler that the Nazi leader could be controlled
-30th January 1933 Hitler was appointed Chancellor
Could Hitler outmanoeuvre the Elite
-His party’s popularity made them a threat to the Elite
-Goebbels propaganda continued to advertise the party’s strengths
-Goering was incharge of the Berlin police which could make it difficult to remove Hitler from power
