What instigated the McCulloch v. Maryland case?
Maryland passed yearly tax on federal bank branch using Necessary and Proper Clause to shut bank down. McCulloch refused to pay tax because state cannot tax federal bank.

Is it constitutional for congress to create a federal bank? Can a state tax a federal bank?
