A90’s action of grasping and pulling B21’s facemask is a live ball foul, and the 15-yard penalty will be added to the end of the return (Rule 9-1-8-a). The action by the coach is a team foul for unsportsmanlike conduct and the penalty is administered as a dead-ball foul. Penalize 15 yards at the succeeding spot which is the A-30. This is a team foul and is not charged as an unsportsmanlike conduct foul against the head coach (Rule 9-2-5-b).
4/8 @ B-30. Team A attempts a field goal, and B55, who is lined up 4 yards beyond the neutral zone, runs forward and leaps straight up at the B-28 and partially blocks the kick. The ball continues downfield and rolls dead on Team B’s seven-yard line.
RULING: B, 1/10, B-30, Snap.
The partial block of the field goal attempt by B55 is legal and the touching is not more than three yards
beyond the neutral zone, so the touching is considered within or behind the neutral zone (Rule 6-3-1-b).
The kick is considered untouched by the receiving team beyond the neutral zone, so the ball will belong to Team B at the previous spot which is the B-30 (Rule 8-4-2-b-1)
4/3 @ B-15. Team A attempts a field goal and the kick is blocked behind the neutral zone. The ball crosses the neutral zone and lands at the B-12. Before any player touches it beyond the neutral zone, the ball rebounds behind the neutral zone and goes out of bounds at the B-25.

back to the B-13 where B54 muffs it. While the ball is still loose, A44 recovers at the B-11.

Even though the touching by B54 is behind the neutral zone, the kick had crossed the neutral zone, so any player may legally recover the ball (Rule 6-3-3). The recovery gives Team A the ball 1/10 at the B-11 (AR 8-4-2 VIII).
3/5 @ B-20. Defensive back B44 intercepts a forward pass in his own end zone. While still in the end
zone he fumbles the ball. It rolls forward, goes into the field of play, and in the scramble the ball goes back into the end zone where B44 recovers while grounded
RULING: Safety, score 2 points for Team A. B, Free Kick, B-20, FK Rules.
The impetus for the ball going back into the end zone the second time is from B44’s fumble. The scramble to recover the ball does not add new impetus (Rule 8-7-2-a). The ball became dead in Team B’s own end
zone, and they provided the impetus for the ball being there so it is a safety (Rule 8-5-1-a).
3/5 @ A-30. Late in the 1st quarter, Team A’s formation at the snap includes only 10 players: five players on the line of scrimmage numbered 50-79, one player on the end of the line wearing number 82, leaving A77 on the other end of the line. There are four players in the backfield wearing numbers 0-49. A44 takes the handoff and runs to the A-39 on the play.
RULING: A, 1/10, A-39, Running.
The formation is legal because Team A has no more than four players in the backfield and the required number of players (five) on the line wearing 50-79 (Rule 7-1-4-a-3 & 4). There is no restriction to A77 being on the end of the line. A44’s run results in a 1st down.
2/20 @ A-30. QB A11 drops back in the pocket and sets up to pass. He then scrambles to his right, sets
up again and is in a passing posture when he is hit by end B88 at the A-25 who drives his shoulder into A11’s knee. A11 then pulls the ball in and goes to the ground at the A-25 because of being tackled by B88.
RULING: A, 1/10, A-45, Ready.
The action by B88 is a foul for roughing the passer (Rule 9-1-9-b). While A11 is technically not a passer
because he did not release the ball, the action by B88 is a foul under 9-1-9-b because of the vulnerability of A11 as a potential passer in a passing posture (AR 9-1-9 III). The 15-yard penalty is enforced from the previous spot which is the basic spot (Rule 10-2-2-d-1-a), and results in an automatic 1st down (Rule 9-1 Penalty).
3/1 @ 50. A2 takes a handoff and breaks through the line with a clear path to Team B’s end zone. At the B-6 near the sideline B24 catches A2 and punches the ball loose. The ball bounces out of bounds near the goal line pylon. The officials rule fumble forward out of bounds at the 1-yard line and spot the ball at the B-6. Replays clearly show the ball bounced directly over the top of the pylon before touching the ground out of bounds.
RULING: B, 1/10, B-20, Snap. Where a fumble or backward pass goes out of bounds in relation to the pylon is reviewable and since the ball crossed over the pylon it is out of bounds in the end zone and a touchback.
Free kick @ A-35. On a surprise onside kick to start the 2nd half kicker A1 kicks a slow roller that stops at the A-43 where he picks it up. The officials rule illegal touching. There are two questionable blocks by Team A before they were eligible to touch the football, but no flags.
Ruling: B, 1/10, A-43, Snap. The illegal touch gives Team B the ball at the A-43. Since Team B has possession the potential fouls for blocking are not significant in this situation and replay should not stop the game. If Team A has possession at the end of the down, then those blocks become
significant.
