RULING: A, 1/20, B-25, 10-Second Runoff.
B55’s foul for offside stops the clock immediately, and is subject to a 10-second runoff (Rule 3-4-4-a). Both B55’s 5-yard penalty and A77’s 15-yard dead ball personal foul penalty will be enforced, and since the ball was ready for play, both are completed after the line to gain is established (Rule 5-2-7-b). Team A will most likely decline the 10-second runoff and if they do the clock will start on the snap (3-4-4-c). If
A77’s foul is flagrant, he should be disqualified.
Free Kick @ A-35. Late in the game, the kickers need to try and recover an onside kick. A90 initially brings out a tee, but then throws the tee back to his sideline and sets the ball down on the ground without a tee. The Referee signals the ball ready for play, and A90 kicks the ball from the ground. It
rolls along the ground and is touched and recovered by A21 at the A-46.
RULING: A, 1/10, A-46, Snap.
Legal kick as Rule 2-16-4-c makes it clear that a free kick can be made with or without the use of a tee. If a tee is utilized, it must be in contact with the ball for the kick to be legal. The kick and recovery by A21 is legal.
3/10 @ 50. A21 leaves the field of play just after the previous play. Team A huddles with 10 players. Substitute A80 enters, and A88 simulates leaving the field but sets just inside the sideline. After the snap, QB A12 throws deep to A88 who catches the pass and runs into the end zone.
RULING: A, 3/25, A-35, Snap.
A88’s action is a simulated replacement of a player, and this action uses the substitution process to
confuse Team B. This is an unfair act and penalized as a team Unsportsmanlike Conduct foul (Rule 9-2-2- b). The clock starts on the snap as the result of the play is a touchdown (Rule 3-3-2-c).
4/8 @ A-48. From a scrimmage kick formation, A32 punts the ball to the B-7 where it hits B25 on the leg. As the ball rolls along the ground, B25 then kicks it at the B-4 to prevent Team A from recovering. The ball bounces into Team B’s end zone and over the end line
RULING: Safety, score 2 points for Team A. B, Free Kick, B-20, FK Rules – or – B, 1/10, B-2, Snap.
The action by B25 is a foul for illegally kicking the ball (Rule 9-4-4). The result of the play is a safety, as B25’s kicking the ball provides new impetus and Team B is responsible for the ball being in their own end zone (Rule 8-7-2-b-1). Team A may decline the penalty and take the two points or accept the penalty. The foul by B25 is governed by postscrimmage kick rules, and since the PSK spot is the B-20 (Rule 2-25-11-b), the accepted penalty would be enforced from the B-4.
4/12 @ A-35. Team A lines up in scrimmage kick formation and intends to punt. Immediately after the
snap, B55 grabs RT A77 and pulls him to the side and B21 shoots the gap in an attempt to block the punt. The punter gets the punt away and the ball is downed at the B-35.
RULING: A, 1/10, A-45, Snap.
Holding by B55. This foul occurred before the kick and so is not governed by Postscrimmage Kick Enforcement (Rule 10-2-3-b). The 10-yard penalty will be enforced from the previous spot and includes an automatic first down. Team A will have 1/10 @ A-45 and the clock will start on the snap following the legal kick down (Rule 3-3-2-d-8).
4/12 @ A-35. Team A lines up in scrimmage kick formation with gunner A88 flanked out to the right
side of the formation. After the snap, B21 jams gunner A88 and then holds him as A88 tries to work free down the field during the kick. The punt is downed at the B-35.
RULING: B, 1/10, B-25, Snap.
Holding by B21. The penalty for this foul is governed by Postscrimmage Kick Enforcement and the postscrimmage kick spot serves as the basic spot for enforcement. The 10-yard penalty will be enforced from the end of the kick which is the B-35 and it will be Team B’s ball.
3/10 @ B-40. Late in the 4th quarter the score is tied and both teams are out of timeouts. QBA1 scrambles out of the pocket to the B-47 and as he is being tackled attempts to throw the ball away. (0:45). The ball lands out of bounds at the B-42 with no eligible receiver in the area. The Referee comes in and points to the ground ruling A1 down before he released the pass. Replays show A1 was not down.
RULING: A, 4/17, B-47, Running. If the on-field ruling is down, then replay cannot create a pass. Replay should not stop the game and the clock should continue to run.
4/10 @ A-45. Punter A1 takes the snap and throws a forward pass to end A80 who catches it at the A-44 and runs out of bounds at the B-40. There are flags down and the Referee announces ineligible player downfield on Team A.
RULING: A, 1/10, B-40, Ready. Since the pass did not cross the line of scrimmage there was no foul for
ineligible downfield. Replay can review the spot where the ball was touched in relation to the line of scrimmage. The ball is the key, not the player’s body. If it is clear, then replay should use O2O review in a situation like this.
