RULING: A 1/10 @ A-42, Running. No foul for targeting. A2 is a runner and not considered defenseless in this situation. He would transition to defenseless once he is clearly on the ground. If this same contact occurred after A2 clearly hit the ground, it would be 9-1-4 targeting.
