RULING: A, 1/10, A-35, Running. Since there has been a change of possession during the down, when Team A recovers it will result in a 1st and ten (Rule 5-1-1-e-1). The clock will not stop to award the Team A 1st down and should not be stopped unless the officiating crew has a delay in digging out and determining who has recovered the ball (Rule 3-3-2-e-1).
4/10 @ A-30. Midway through the 4th quarter, Team A punts and receiver B21 muffs the ball near the sideline at the B-30. Gunner A80 scoops and recovers the ball at the B-32 and runs out of bounds at the B-30
RULING: A, 1/10, B-32, Snap. The recovery by A80 is a legal recovery (Rule 6-3-3). A80 is in legal possession at the B-32 and the ball becomes dead at that point and there can be no advance (Rule 6-3-6-a). Even though Team A is being awarded a 1st down, the clock will start on the snap because of the legal kick down (Rule 3-3-2-d-8). Starting the clock on the snap supersedes starting the clock on the referee’s signal (3-3-2-f).

4/6 @ B-20. Late in the 3rd quarter, Team A lines up to kick a field goal. B75 is in the neutral zone at the snap and blocks the kick. The ball is recovered by B75 back at the B-30. When the play is over, the game clock reads 0:00.
RULING: A, 4/1, B-15, Snap – Reset the ball and clock to 15:00 for the start of the 4th Quarter. The result of the play is Team B’s ball at the B-30. Team A will accept the live ball foul for offside by B75, and after the penalty enforcement will face 4/1. The 3rd quarter will not be extended, and the next snap will start the 4th quarter (Rule 3-2-3-a).
3/5 @ B-30. It is late in the half and both teams have all their timeouts remaining. With Team A at the line and ready to snap the ball, the Team B head coach requests a timeout, and the timeout is granted. After the timeout, both teams are in formation and the Team A head coach requests a timeout and the time out is granted. After the Team A timeout, both teams are back on the field with the ball ready for play when the Team B head coach requests a time out.
RULING: A, 3/5, B-30, Snap. Officials do not honor the request. The officials shall not acknowledge the timeout request by the Team B head coach (Rule 3-3-1-b). Team B still has 2 timeouts remaining, but since they have already called a timeout in the dead ball period, a timeout is not available for Team B (Rule 3-3-4-a). The timeouts for a specific dead ball period will not reset if the opposing team calls a time out.
4/10 @ A-44. Kicker A80 is lined up in scrimmage kick formation at the A-30. The snap goes straight over his head, and he retrieves the ball in the tackle box at the A-15. As A80 wheels around, he punts the ball. Just as A80’s foot hits the ball, B55 tackles A80. The punt goes forward and rolls out of bounds at the A-35
RULING: B, 1/10, A-35, Snap. The contact by B55 is not roughing the kicker. The kicker’s protection under the roughing / running into the kicker rule now ends when the kicker carries or possesses the ball more than 5-yards behind their initial position from scrimmage kick formation (Rule 9-1-16-a-4).
4/10 @ A-44. Kicker A80 is lined up in scrimmage kick formation at the A-30. The snap goes straight to A80, and he muffs the snap. A80 immediately picks the ball up from his initial position, and clearly goes into his punting motion and punts the ball. In an attempt to block the kick, B55 dives into A80 and makes hard contact to A80’s plant leg. The punt goes out of bounds at the A-22.
RULING: A, 1/10, B-41, Snap. A80’s action makes it clear that a kick will be attempted. When it is obvious a scrimmage kick will be made, no opponent shall rough the kicker (Rule 9-1-16-a). The 15-yard penalty is enforced from the previous spot and includes an automatic first down.
4/10 @ A-44. Kicker A80 is lined up in scrimmage kick formation at the A-30. The snap goes straight to A80, and he muffs the snap. A80 picks the ball up at the A-29 within the tackle box, and as he wheels around, A80 punts the ball. Just as A80’s foot hits the ball, B55 makes strong contact to A80’s kicking leg. The punt goes out of bounds at the B-40.
RULING: B, 1/10, B-40, Snap. The contact by B55 is not roughing or running into the kicker. A80 is afforded protection under the roughing / running into the kicker rule only if it is obvious that a kick will be made (Rule 9-1-16-a). Team B will take over where Team A’s scrimmage kick ends.
3/10 @ B-30. QBA1 scrambles to the B-38 and throws a forward pass that falls incomplete at the B31. The Referee rules A1 down before the ball was released. Replays show A1 was not down.
RULING: A, 4/18, B-38, Running. If the ruling on the field is the player is down before a pass is thrown,
replay cannot make it a pass. The ruling of down is not reviewable. The play is reviewable if the player fumbled and there was a clear recovery in the immediate continuing action.
1/10 @ A-25. Back A2 runs to the A-40 where he is contacted by B30 and falls forward toward the ground. B44 comes in and leads with his shoulder and attacks with forcible contact to the side of A2’s head just before A2 hits the ground at the A-42.
RULING: A 1/10 @ A-42, Running. No foul for targeting. A2 is a runner and not considered defenseless in this situation. He would transition to defenseless once he is clearly on the ground. If this same contact occurred after A2 clearly hit the ground, it would be 9-1-4 targeting.
