A

RULING: A, 2/15, B-35, 10-second runoff and the game is over. Team B will accept the 5-yard penalty and the 10-second subtraction (Rule 3-4-4-a-1). Since the game clock was stopped at 0:08, subtracting 10 seconds will leave no time remaining and the game is over and Team B wins.

Q
  1. 2/10 @ B-30. The game clock is running late in the second half. Team A trails by two points and is out
of timeouts. At the snap Team A has five players in the backfield. A22 carries for a three-yard gain to the B-27. When the ball is declared dead the game clock reads 0:08.
A

RULING: A, 2/15, B-35, Ready. There is no option for a 10-Second Runoff. Team B will accept the 5-yard penalty for the illegal formation (Rule 7-1-4-a-4). Because the illegal formation is not a foul that causes the clock to stop immediately, the 10-second runoff does not apply (Rule 3-4-4) and there is no adjustment to the game clock. After the penalty is administered the game clock starts on the referee’s signal (Rule 3-3-2-e-4).

Q
  1. 2/5 @ B-20. Late in the 4th quarter with the game clock running, Tackle B77 is in the neutral zone at
the snap but does not make contact. QB A12 rolls out to pass, runs to the B-17 and throws a forward
pass, which falls incomplete. The game clock reads 0:15 after the play.
A

RULING: A, 2/5, B-20, Snap. There is no option for a 10-Second Runoff. A12’s pass is from beyond the neutral zone and is an illegal forward pass (Rule 7-3-2-a) and B77 is offside. This results in offsetting fouls (Rule 10-1-4). There is no 10-second runoff if there are offsetting fouls (Rule 3-4-4-e). The game clock remains at 15 seconds and starts on the snap (AR 3-4-4 IV).

Q
  1. 2/Goal @ B-9. Team A is behind late in the 2nd quarter with the game clock running and neither team has a timeout remaining. A66 is in a three-point stance, misses the snap count and lurches forward, committing a false start. B77 then commits a flagrant dead-ball personal foul in retaliation. The game clock is stopped with 8 seconds remaining in the half.
A

RULING: 10-second runoff, half over and B77’s penalty is carried over to the 2nd half – or – A, 1/Goal, B-7, Snap. Eject B77.
If Team B accepts the 10-second runoff associated with the false start, the half is over (Rule 3-4-4-a) and
the penalty for B77’s dead-ball foul carries over to the second half. Due to the 10-second runoff, by
interpretation the Team B dead-ball foul effectively occurs after the half has ended and the penalty is
thus carried over to the 3rd quarter (AR 3-4-4 V). An option but an unlikely choice - if Team B did not
want the penalty for B77’s actions to be carried over to the 3rd quarter, they can decline the runoff and
both the penalty for the false start by A66 and the dead ball foul by B77 would be enforced. This would
give Team A 1/Goal at the B-7 with 0:08 remaining in the 2nd quarter with the clock starting on the snap
and there would be no carryover to the 3rd quarter. In either case, B77 is ejected.

Q
  1. 2/5 @ B-35. Late in the game with the game clock running, ball carrier A35 is tackled at the B-28.
B79 goes to the ground with an injury and the game clock reads 0:45.
A

RULING: A, 1/10, B-28, Ready.
There is no option for a 10-second runoff because since we are inside of two minutes in the 4th quarter
the game clock stops to award the first down (Rule 3-3-2-e-1) as well as for the injury. The 10-second
runoff applies to an injured player if that is the only reason to stop the clock (Rule 3-3-5-f). The play
clock is set to 40 seconds for the defensive injury (Rule 3-2-4-c-4) and the game clock starts on the
referee’s signal.

Q
  1. 2/5 @ B-30. Late in the game, A44 runs to the B-27 and is down inbounds. During the down A22’s
helmet comes off (no helmet foul by the defense) and B77 goes down with an injury. When the clock is stopped it reads 0:58 in the fourth quarter.
A

RULING: A, 3/2, B-27, Ready.
There is no option for a 10-second runoff because the clock stops for both the helmet off and the injury, and these occur for opposing players (AR 3-3-9 III). The play clock is set at 40 seconds, due to the
defensive injury, rather than 25 seconds due to the helmet coming off the offensive player and the
game clock will start on the ready (Rule 3-3-2-e-5, 16). B77 must leave the game for one play and unless Team A takes a charged timeout, A22 must leave the game for one play as well.

A

RULING: A, 3/2, B-27, 10-second runoff.
Because the injury and the helmet off occur to players on the same team, Team B has an option for a 10- second runoff (Rule 3-3-5-f). If Team B accepts the runoff, the game clock will be set to 0:48 and start on the Referee’s signal. If Team B declines the runoff, the game clock will stay at 0:58 and will start on the snap (Rule 3-3-5-f-2). The play clock will be set to 25 seconds. A22 and A45 must leave the game for one play.

Q
  1. 3/15 @ B-40. Late in the 4th quarter the score is tied and both teams have one timeout remaining.
A80 catches a pass and runs to the B-28 where he is tackled by B7 (0:40). There is a flag down for (a)
targeting by B7; or (b) illegal substitution (12 players on field at snap) by Team B. Replays show there
was no foul on the play.
A

RULING: In both (a) and (b) A, 4/3, B-28, reset game clock to 0:40 and 10-second runoff applies. Either
team may use a timeout to avoid the runoff.
