RULING: Touchdown for Team A. A, Try, B-3, No Clock. The 4th down fumble rule (Rule 7-2-2-a Exception 2) is not in effect on this play because there has been a change of team possession. The forward fumble by A12 is recovered in the end zone by A88 and results in a touchdown (Rule 7-2-2-a).

RULING: The try is over, no score. A, Free Kick, A-35, FK Rules. The new editorial change for the 2023 season removes the requirement of “before a change of possession” for a Team A fumble. Even though there has been a change of team possession on the play, A12’s forward fumble into the end zone is recovered by teammate A88, there is no Team A score, and the try is over (Rule 8-3-2-d-5).
- 3/5 @ B-20, late in the 4th Quarter with Team A trailing by 5 points. A11 carries to the B-14 where
he is injured when tackled inbounds by B79. When stopped, the clock reads 0:05, and Team A has no
time outs remaining.
RULING: There is no option for a 10-Second Runoff. A, 1/10, B-14, Ready. There is no option for a 10-second runoff because the clock was stopped to award Team A’s 1st down. Rule 3-3-5-f states that the 10-second runoff applies only if the player’s injury is the only reason for stopping the clock (other than that player’s helmet or a teammate’s helmet coming off) with less than one minute in the half. A11 must leave the game for at least one down (Rule 3-3-5-a-1).

Since the run by A11 is short of the line to gain, the only reason for stopping the clock was for the injury
timeout for A11. With 5 seconds remaining, Team B will accept the 10-Second Runoff, and the game is
over (Rule 3-3-5-f). If there had been any other reason for the clock to have stopped (other than that
player’s helmet or a teammate’s helmet coming off), then there would have been no option for a 10-
Second Runoff.
- 4/10 @ A-40. Late in the 3rd quarter, A90 punts and the ball is coming down to B21 who is in position to receive the ball at the B-18. A80 interferes with B21’s opportunity to catch a kick and the ball bounces to the B-10 where the kick is dead. When the ball is declared dead, the game clock reads 0:00.
RULING: B, 1/10, B-33, Snap. Reset the ball to the opposite end of the field & clock to 15:00 for the
start of the 4th Quarter. The penalty for kick-catching interference is enforced 15 yards from the spot of the foul which is the B18 (Rule 6-4-1 PENALTY). The period is not extended. We will flip the field and the penalty will be enforced at the beginning of the 4
th quarter (Rule 3-2-3-a).
- Free Kick @ A-35. Late in the 2nd quarter, A90’s squib kick is recovered by B80 at the B-25 and
returned to the A-35. The game clock expires during the return and A44 was offside on the kick.
RULING: B, 1/10, A-30, No clock - extend 2nd qtr. <or> A, Free Kick, A-30, No clock - extend 2nd qtr.</or>

Rule 6-1-2-c-1 PENALTY allows three options to enforce the penalty - Five yards from the previous spot, five yards from the spot where the subsequent dead ball belongs to Team B, or the touchback spot. If the penalty is accepted by Team B, the period is extended and there is an untimed down (Rule 3-2-3-a1). If the penalty is declined the half is over.

- 3/10 @ A-30. Back A21 is stationary and is lined up in the tackle box. Just after the snap A21
immediately releases outside the tackle box. QB A12 is in the pocket to pass and A21 sees linebacker
B54 blitzing. A21 returns into the tackle box and before A12 throws the pass, blocks B54 below the waist in the tackle box and the block is directed from the front. A12’s pass is complete for a 15-yard gain.
RULING: A, 3/25, A-15, Ready.
Foul by A21 for an illegal block below the waist. Once a player leaves the tackle box during the play, that player is considered outside the tackle box for the remainder of the down. A21 may not block below the waist once considered outside the tackle box (Rule 9-1-6-a-2 and AR 9-1-6 X).
- 3/10 @ A-30. Midway through the 2nd quarter, back A21 is stationary and is lined up in the tackle box. Just after the snap, A21 immediately steps up and blocks blitzing linebacker B55 1-yard beyond the neutral zone. The block is below the waist and directed from the front. QB A12 then throws a legal
forward pass that is complete inbounds for a 15-yard gain.
RULING: A, 1/10, A-45, Running.
Legal block by A21. A block initiated 1-yard beyond the neutral zone is considered within the tackle box
for both a lineman and back assuming that block meets all the other requirements for a legal block
below the waist (Rule 9-1-6-a-2 and AR 9-1-6 XIII). Based on the rules change for 2023, the clock will not stop to award Team A’s 1st down (Rule 3-3-2-e-1).
- 4/10 @ B-40. QBA1 throws a forward pass toward receiver A88 at the B-30 that falls incomplete.
After the ball hit the ground B44 led with his head and attacked making forcible contact to the head of
A88. There are no flags on the play.
RULING: B, 1/10, B-25, Snap, DQ B44. Replay must stop the game and add the foul for targeting as
A88 is considered defenseless and all the elements for 9-1-4 are present. The foul occurred after the
ball became dead, so the ball goes over to Team B on downs and the penalty is enforced from the
succeeding spot.
- 1/10 @ B-12. Back A2 runs near the sideline and dives for the goal line pylon. The ball comes loose
and B59 recovers it on the ground in the end zone. The Line Judge rules A2 stepped out of bounds at the B-3 before he dove for the goal line. Replays show A2 was in bounds, but there is no clear evidence as to whether the ball came loose before or after it broke the plane of the goal line.
RULING: A, 2/1, B-3, Ready. If the on-field ruling is a ball carrier out of bounds and the ball makes it to
the end zone in the continuing action replay can rule on that action but must have clear video
evidence to overturn the ruling. Here it is clear A2 was not out of bounds, but not clear as to whether
it is a touchdown or touchback so the ruling on the field stands.
