The government’s use of terror and coercion into forcing obedience from its subjects. Just an intensification of what had already been happening: killing bourgeoisie and kulaks etc.

Political Enemies such as Social Revolutionaries, Mensheviks, Kulaks, Bourgeoisie etc. Rounded them up and shote them usually.
