What is the HMPS statement of purpose?
Her Majesty’s Prison Service serves the public by keeping in custody those committed by the courts. Our duty is to look after then with humanity and help them lead law-abiding lives in custody and after release
Definition of a Category A prisoner
Prisoners whose escape would be highly dangerous to the public, the police, or the security of the state and for whom the aim must be to make escape impossible
Definition of Category B/Restricted prisoner
Prisoners for whom the very highest conditions of security are not necessary and for whom escape must be made very difficult
Definition of a Category C/Closed prisoner
Prisoners who cannot be trusted in open conditions but who do not have the resources or motivation to make a determined escape attempt
Definition of a Category D/Open prisoner
Prisoners who present a low risk who can reasonably be trusted in open conditions and for whom open conditions are appropriate
What is the E list?
Prisoners who require additional measures to prevent escape are put on the E list. They aren’t necessarily Cat A prisoners and are subject to additional monitoring and procedures
