Section 14: Inhibition Against Practice of Medical Technology
No person shall practice medical technology without a valid certificate of registration from the Board, except: duly registered physicians, medical technologists from other countries for consultation or as visiting professors, and medical technologists in the U.S. Armed Forces stationed in the Philippines for their members only.

Presidential Decree No. 498
The Board is responsible for preparing the exam schedule and submitting it to the PRC at least 30 days before the exam.
Changes in the Examination Scope
The Board may modify subjects and their weights with PRC approval and must publish changes at least 3 months before the exam.
Report of Rating
The Board must submit the results of all subjects, signed by the members of the Board, to the PRC within 10 days from the last day of examination, unless extended by the Commission for justifiable causes.
Rating in the Examination
A candidate must have a general average of at least 75%, with no rating below 50% in any major subjects, and must not have failed at least 60% of the subjects, based on their relative weights.

No Certificate of Registration (COR) and Professional Identification Card (PIC) will be issued without proof of taking the professional oath.
Section 20. Oath Taking
Successful examinees must take a professional oath before the Board or an authorized person before entering the practice of medical technology.
Section 21. Issuance of Certificate of Registration
A COR shall not be issued to anyone under 21 years old. Registered medical technologists must display their COR at their place of work.
Presidential Decree No. 498 on COR Issuance
All CORs are signed by the Board members and the Commissioner of the PRC. The Board may issue a COR as a medical laboratory technician to anyone who meets certain criteria, including passing the civil service exam or having experience as a medical laboratory technician.
Board Resolution 11 s. 2011 on Medical Laboratory Technician Registration
Examinees with a general average of at least 70% but lower than 70% may apply for registration without examination as medical laboratory technicians.

Refusal to Issue Certificate
The Board shall refuse to issue a certificate to any person convicted of criminal offenses involving moral turpitude, or anyone guilty of immoral, dishonorable conduct, unsound mind, or having incurable communicable diseases.
Administrative Investigation
An administrative investigation is conducted by at least 2 members of the Board with 1 legal officer. Suspension of COR/reprimand requires 2 votes (majority), while revocation of COR requires 3 votes (unanimous). The COR must be surrendered within 30 days, and failure to do so may result in perpetual disqualification from practicing medical technology.
Republic Act No. 8981 on Administrative Cases
The Board delegates the hearing or investigation of administrative cases unless the case strictly concerns the practice of the profession, in which case the hearing shall be presided over by at least 1 member of the Board, assisted by a Legal or Hearing Officer.
Section 25. Appeal
The revocation or suspension of a certificate can be appealed to the Civil Service Commissioner. The decision becomes final 30 days after promulgation unless appealed to the office of the President.
Republic Act No. 8981 on Appeals
The Board, through Legal Officers, conducts summary proceedings and renders summary judgment, which becomes final and executory 15 days from notice of judgment or decision, unless appealed to the PRC.
Section 26. Reinstatement, Reissue or Replacement of Certificate
Suspension of a COR shall not exceed 2 years and will be automatically lifted after the suspension period expires.
Section 27. Foreign Reciprocity (Special Temporary Permit)
No foreigner shall be admitted to examination, issued a certificate of registration, or entitled to the rights and privileges under this Act unless the country or state of which they are a citizen permits Filipino Medical Technologists to practice within its limits under the same conditions as the citizens of that country or state.
Section 28. Roster of Medical Technologists
The Secretary of the Board shall prepare an annual roster containing the name, address, and citizenship of each registered Medical Technologist, including the date of registration or certificate issuance. Delinquent professionals may be delisted (PRC Resolution 217s 1992).
Section 29. Penal Provisions
Penalties for violations include fine, imprisonment, or both, at the discretion of the court.
Section 30. Separability Clause
If any act, executive order, rule, regulation, or part of this Act is declared invalid by a court, the remainder of the Act shall remain in effect.
Section 31. Repealing Clause
All acts, executive orders, rules, and regulations inconsistent with this Act are repealed.
Section 32. Effectivity
This Act shall take effect 15 days following its publication, upon approval.
