Because Callum has a lot of skill and power in magic, but almost no control of his magic (that is why he did so badly on the Iron Trial).

Because it is a place in which well trained mages(Masters) teach young people with magical powers how to control the magic they posses, so that out in the world, they don’t release a burst of magic that hurts people.
