  • convinced tsar that they controlled events in Petrograd, told him military action could ignite Civil War - tsar did not send in front line troops - they did not actually control events in Petrograd - trick
  • Rodzianko (leading figure in Duma) saw opportunity to remove Tsar - encouraged General Ruzsky to join Tsar at Pskov and tell him to resign, General Alexeyev also helped
