- elected April 1906
- dissolved after 73 days
- making too many radical demands e.g. release of political prisoners

- elected February 1907
- passed important land reform laws supported by Stolypin
- lasted only 3 months - still made too many radical demands
What was the Tsars reason for dissolving the 2nd Duma?
police claimed Duma were encouraging mutinies in armed forces - gave Tsar reason

- Tsar and Stolypin held elections Nov 1907
- Only wealthiest 30% could vote - too few reformers in new parliament as wealthy did not want reforms
- election resulted in a pro-Tsar Duma

June 1912 - supported Tsar
What positive impacts did the Dumas have on Russia?
- removed Land Captains, replaced with more effective Justices of the Peace
- Plan to establish universal primary education introduced
- some health & accident insurance programmes developed to help workers
- some improvements in Russian Armed Forces were implemented
- establishment and continued existence of Dumas moved Russia closer towards becoming a full democracy
