Queen Elizabeth knighted sir Walter Raleigh in 1581 for founding a colony he named Virginia, named after her, the virgin queen. Virginia was a pirate Basecamp. She also knighted Sir Francis Drake for circumnavigating the world, and bringing back massive treasures from pirating. She venerated the Pirates and was called the pirate queen.
Back then, every nation had pirates on the payroll for Looting and bringing back treasures. Eventually all Pirates lost their country sponsors and they had no support. Some returned to work on merchant ships for 25 pounds a year, but the job sucked! So they went back to being a pirate on their own, because one good robbery would pay them 40 times the 25 pounds working on a merchant ship. Pirates almost never buried their money.
