Authorising TBW and ESW (2)
- must be authorised
- a competent person appointed to take charge of the arrangements.
You must arrange for temporary block working to apply between: (2)
- a signal kept at danger on the approach to the affected area
- a signal beyond the affected area that can be replaced to danger from the signal box.
Competent person responsible for TBW will: (2)
- Arrange all points within the temporary block section to be secured by clip, scotch and padlock, or by other authorised means
- a handsignaller to be positioned at the entrance and exit signals of the temporary block section.
Before allowing a train to enter the temporary block section, you must be sure that: (3)
- the route has been set and secured throughout the temporary block working section
- Handsignaller positioned at the entry and exit signals of the TBW section
- the line is clear up to and including 200 metres beyond the exit signal.
Before allowing subsequent trains to enter the TBW section you must make sure (4)
- Previous train is clear of the TBW section.
- TBW ticket carried by the driver of the previous train has been received by the handsignaller at the end of the TBW section.
- The line is clear up to an including 200 m beyond the exit signal.
- The exit signal is at danger.
Once the handsignaller has given the driver permission, the driver will (4)
- Proceed at a max speed of 50 mph.
- Approach all level crossings at caution.
- Obey any other additional instructions.
- First train through TBW section, approach the points at caution, check that they are in the correct position, pass over at no more than 15 mph.
Drivers will only proceed at caution if (5)
- Examine the line.
- Remove a portion of a divided train.
- Evacuate passengers.
- Assist failed train.
- Remove a train of vehicle proceeded without authority.
Train arrives at signal the handsignaller will confirm to signaller (3)
- The train has arrived.
- That they have received the TBW ticket from the driver.
- The train reporting number shown on TBW ticket.
If temporary block working section is between two signal boxes (2)
- Signaller controlling entry signal speaks to the hand signaller at that signal and signaller controlling exit signal speaks to the hand signaller at that signal.
- Trains must be signalled according to TS2 regulation 3.5 bell or telephone.
During TBW, signaller must record (3)
- The time hand signaller is instructed to issue each TBW ticket.
- The time the hand signaller confirms each train has passed 200 m passed the exit signal complete with tail lamp.
- The time Bell signals were exchanged between boxes.
Emergency special working will apply between (2)
- Signal kept at danger on the approach to the affected area.
- At the signal replaced to danger from the signal box at a suitable location beyond the affected area.
What to tell driver when the train is to enter the ESW section (5)
- Tell the driver that’s ESW has been introduced.
- Tell the driver the exit signal is at an identifiable location which the train must proceed.
- Tell the driver if the end of ESW sign has been provided.
- Dictate ESW to the driver and authorise them to enter the ESW section.
- The first train to enter section, proceed at caution to the points, make sure in correct position, pass at no more than 15mph.
ESW- when the train arrives at the exit signal you must (3)
- Confirm the reporting number of the train.
- Tell the driver of the train that it will be signalled forward normally.
- As long as the correct train has arrived, clear signal for the train to proceed.
Before allowing a train to enter the emergency special working section (5)
- The route has been set throughout the ESW section, using the route card if provided
- Points that are working normally have been operated to the correct position using individual point controls and that you have the correct normal or reverse indications
- Points you didn’t have the correct normal and reversed indication have been secured
- The line is clear up to, and including the overlap of the signal at the exit from the ESW section
- The exit signal is at danger
