Integral part of anti-terrorism and when performed correctly, allows info to be gathered that will help combat and prevent terrorism.
Surveillance
A close watch kept over someone or something.
Surveillance
The ability to detect that a person, installation, ship, etc. is under surveillance by a person or group of persons who may or may not have hostile intentions.
Counter-surveillance
Objectives of Terrorist Surveillance:
- Gather info on target.
- Formulate plan.
- Enhance probability of success.
- Determine terrain of target; choke points; weaknesses and vulnerabilities; routine operations; general security posture; existence and capability of local response force.

Detecting Terrorist Surveillance
- Become familiar with your surroundings.
- “Normal” routine
- Be alert to changes from the norm
- Keep log book

- Receive complete turn-over brief
- Maintain a log
