The Cigarette Lighter Refill Safety Regulations 1999- make it a summary offence to supply any cigarette lighter refill cannister containing butane or any substance with butane as a constituent part to any person under 18.

There is no requirement that the supplier believed or even suspected the recipient to be under 18.
There is no need for the supplier to either know or be reckless as to whether the refill is likely to be inhaled or consumed for its psychoactive effects.
