What are the limits of jurisdiction?

A
  1. No member may be used or called upon for service at any industrial dispute unless actual violence has occurred therein, and then only by written order of the Governor.
  2. Members shall not exercise police powers on a reservation or other property of the U.S. unless requested by the person in charge of the reservation or property.
  3. Members have no police powers in any MA Correctional facility, except by direction of the principal officer.

Key points to note.

A
  • Ombudsman provides a confidential, neutral, and informal process to help resolve work-related issues.
  • Not use names of individuals w/o their permission.
  • Considered confidential unless there is a safety threat.
  • Department WILL be notified of any alleged criminal conduct.
  • No case records kept BUT notes to manage an ongoing case may be.
  • Quarterly and annual statistical report is prepared for the Office of the Superintendent-identities will be confidential and anonymous within any report(s).
