SOC-01: Hazardous Materials
On receiving a report of an incident of an actual release or threat of release of HAZMAT, who is the Troop Duty Officer responsible for notifying?
- Dispatch a supervisor to the scene;
- Notify the Troop Commander;
- Notify GHQ Communications; and
- When applicable, notify the Commercial Vehicle Enforcement Section, or if after hours-GHQ Communications.

- Radioactive > Dept. of Public Health Director of Radiation Control Program.
- HAZMAT (for no determination who spilled it) > National Response Center (NRC).

SOC-02: Bomb Threats/Explosive Incidents
Response Guidelines:
Who orders an evacuation?
- Department members SHALL NOT order an evacuation based ONLY on a threat. If advice is sought from the Department, the recommendation should be to follow the MA Bomb Threat Response Guidance.
- If a suspected explosive device or suspicious package has been located or if there is a perceived threat, the head of the fire department or designee has the authority to order an evacuation (also the owner or manager of the premises or the head of the fire department or designee for threats without confirmation of a device).

Response Protocols:
- To reduce the risk of detonation, what actions SHALL members take or not take?
- What is a safe distance?
- Do NOT allow anyone within 300 feet of the suspicious device.
- No electronic communication devices, flashlight beams, or touch, move, or disturb.
- Never rule out the possibility of a secondary or tertiary device.
Note: Bomb Squad Co. or designee is responsible for any reports/AARs to DIS Commander for review.

Under the Authority section of this policy, any officer encountering or seizing any bomb or other high explosive device is required to immediately notify who?

SOC-03: Emergency Planning
What are some noteworthy responsibilities of the Emergency Planning Officer (EPO)?
Also, what is the minimum day supply of applicable products that must be maintained?
- Maintain all applicable SOPs, prepare and submit any EOPs and IAPs.
- Ensure the Department maintains a minimum of a 60 day supply: PPE, decontamination and cleaning products, and individual hand sanitizers, unless otherwise directed by the Colonel.
Note:
- EOPs written after October 2005 must be NIMS compliant.

SOC-03A: Emergency Operations Center (EOC)
EOC Policy Key Responsibilities
Colonel/Deputy
- Activate the EOC.
- Establish the appropriate security.
EOC (think broad-based)
- Establish the appropriate security (upon authorization by Colonel/Deputy-yes, double entry as seen above NOT a typo).
- Direct the security level of response to a potential/actual threat.
- Coordinate deployment of resources and responding officers.
EOC Director (narrower scope)
- Collect and analyze information regarding Department security levels during personnel redeployment.
- May add, delete, or modify security level procedures.
- Disseminate security level changes via radio.
Note:
- Watch Center makes notifications after hours (Point of Contact during State of Emergency until EOC is functional).
SOC-03A: EOC
List the 4 Security Level Procedures
Note: Include tasks assigned at all previous levels.
1st:
- ID checks @ SP facilities and identified sites (noteworthy at level 1);
- Report anything suspicious;
- Building integrity and security; AND
- Increased caution for service calls.
2nd: (Emphasis on key areas of concern)
- Add physical security measures and post security;
- ID vehicles within operational & support areas;
- Conduct cursory checks for suspicious items, persons and MVs as necessary;
- Verify and inspect inbound deliveries and services;
- Check delivery and service persons for authenticity with respective companies;
- Exercise extreme caution for suspicious service calls (noteworthy at level 2-don’t be thrown off by the word extreme);
- Monitor potential target areas;
- All personnel shall wear ID cards in SP facilities unless in duty uniform; AND
- Escort non-MSP visitors in SP facilities.
3rd:
- Erect barriers & obstacles to control traffic (noteworthy-past exam);
- Suspend non-essential contract work or deliveries;
- Conduct detailed searches of all areas & vehicles; AND
- Limit/restrict parking around sensitive areas and buildings.
4th: (heavily involved access for people/parking)
- Verify the identities of personnel and need for access (odd for level 4, which seems like it could be tricked for a level 2 or 3 procedure);
- Deny access to all personnel not associated with local, state or federal agencies; AND
- Restrict/deny parking in controlled areas.

- On-Duty Redeploy, Redeployment of On-Duty Personnel.
- All, Redeployment of ALL Sworn & Essential Personnel - Colonel may initiate the cancellation of time-off (know exceptions) and establish extended work hours as appropriate.

Key Points to Remember
- First On Scene shall designate the Public Information Officer (PIO) who announces the Media Staging Area (w/IC).
- HAZMAT=Unified Command.
- IC designates the Liaison Officer and Staging Area (+SAM).
- Personnel will wait for SAM authorization before departing. Liaison representative will be the intermediary to the SAM.
- A determination must be made promptly whether to continue under an IC, or via establishment of a Unified Command (UC). If a Unified Command is established, a single, coordinated Incident Action Plan (IAP) must be agreed upon, and an Operations Section Chief designated by agreement to implement it. The IC remains in command until relieved by the Unified Command.
- The IC or UC must delegate the Planning Section Chief (PSC) to begin or expand the planning process by developing a single consolidated IAP.

SOC-03C: Response to Civil Disturbances
According to MGL, when does an unlawful assembly exist?
- 5+ persons > armed w/clubs or other dangerous weapons; OR
- 10+persons > armed or not, are unlawfully, riotously, or tumultuously assembled; AND
Note: An “Order to Disperse” SHALL be given to persons unlawfully assembled before any action is taken against them.
- Who gives the order? Incident Commander
Note: Whenever any LEA requests the assistance of the MSP for mass demonstrations, civil disorders, riots, etc., a request to such effect shall be made through channels to the Office of the Superintendent/Deputy Superintendent.
- Troop Operations Officer (of jurisdiction) - for advanced knowledge of a mass demonstration - shall attempt in good faith to communicate with organizers of the event.
SOC-03C: Response to Civil Disturbances
- Define kettling and can the MSP take the action of kettling a crowd?
- Name two instances during a civil disturbance that would not require a separate report to POST.
Kettling:
- Kettling is defined as the confinement or corralling by LE of a group of demonstrator or protestors in a small area without egress. It is prohibited.
Civil disturbance (K-9 & OC):
- K-9s should NOT be used for (1) crowd control, (2) restraint, or (3) management of peacefull demonstrations; however, they can in isolated circumstances related to bomb detection, pursuit of suspects in buildings, and related situations. Short leads do not count.
- OC spray is not a Chemical Weapon (CW) and therefore does not require a separate report.
SOC-03C: Response to Civil Disturbances
When is an On-Scene Department Incident Commander to prepare and submit an AAR?
Within 24 hours;
- SHALL begin with a numerical, chronological listing of ALL arrested individuals.
