Weakness: defence and living
Couldn’t sustain massive defence industry and a high standard of living at the same time.
Industrial weakness: The Terror stifled initiative
Factory leaders denounced, loss of skilled workers, take less risks.

First plan focussed on heavy and third on defence, slightly more focus in second plan but was not enough variation
