- peasants benefited much less than workers

- soviet authorities redistributed existing housing in 1920’s

- the peasants associated the teachers with the government due to collectivisation they attacked the teachers
- the campaign failed but by 1939 over 94% of soviet citizens were literate

the members were expected to spy on their parents and to report any criminal behaviour
