In 1950s and 60s , gov wanted farmers to not move to cities. They created the hukou system, if people with rural hukou moved to an urban area they would be denied certain privileges eg housing education healthcare
Even though China is no longer trying to resist rural to urban migration, the system still persists.

Tibetan nomads
Tibetan nomads are being forced of land , forced to sell their yaks and livelihoods, by officials, to live in nomad resettlement villages, where they are promised work, but sometimes don’t get it. Because of the generations before them were all nomads, none are qualified to get other jobs than the the infrequent ones handed out by the government.
