Controlled by violent drug gangs, no police
Not enough healthcare for high population in shanty town

Community spirit
Recycling very high
Informal sector unregulated encouraging entrepreneurialism and creativity
Aided self help scheme
Authorities provide money + materials e.g tarmac for paving roads, cables for electricity, water pipes…
Locals provide labour, so authorities save on workforce costs
Micro loans
Provided by charities and NGOs
Help small business owners working in informal sector to grow and benefit economy of shanty town
