279B.050 Methods of source selection
(1) Except as provided in subsection (2) of this section, a contracting agency shall award a public contract for goods or services by competitive sealed bidding under ORS 279B.055 or competitive sealed proposals under ORS 279B.060

What is Small Procurement?
A procurement of products or services valued at $10,000 or less
Does NOT require the use of the competitive process*
An agency may award a contract for a Small Procurement in any manner deemed practical or convenient
*formal procurement: competitive sealed bid (ITB) or RFP processes

2279b.065 Small Procurement law:
A contracting agency may award a procurement of goods or services that does not exceed $10,000 in any manner the contracting agency deems practical or convenient, including by direct selection or award
When to use Small Procurement?:
An agency must consider the TOTAL COST over the life of the contract
When the contract award will not exceed $10,000
An agency should not use the Small Procurement option for regular or repeated purchases of the same items
An agency must not FRAGMENT or otherwise divide awards for the purpose of keeping the value of the procurement bellow $10,000

What is Intermediate Procurement?
A competitive solicitation for products or services with a contract value exceeding $10,000 but no more than $150,000

How to Process an Intermediate Procurement?
An agency can select among the following methods to solicit 3 quotes or proposals:
Request for Quote (RFQ)
Invitation to Bid (ITB)
Request for Proposals (RFP)
Requires minimum 7 day posting for procurements exceeding $100,000
How many days (minimum) do you post solicitation for procurement that exceeds $100,000
