treaty
Primary law, most important source of EU law. Once signed automatically become part of domestic law of member states. An individual can claim against the state or any individual under a treaty
regulation
Issued by the commission and relate to a specific issue. Regulations are
automatically incorporated into domestic law of member states once passed. An individual can claim against the state or any individual under a treaty.
directive
Set by the commission to direct member states as to what the law should achieve on a particular issue; member state can then pass their own legislation to include the purpose of the directive. Where a domestic law has not been made in the time an individual can still rely on it to make a claim against the state (vertical direct effect) but not against any other party (no horizontal direct effect).
