This is due to the permanent dipoles that exist in polar compounds that allow them to be attracted to each other
A nonpolar substance doesn’t have this therefore not attracted

Ionic substances tend to be soluble and aqueous substances due to the charges on the ions being attracted to the dipoles and polar solvents

When water forms ice the hydrogen bonds in between the molecule lock the molecule into a type of lattice structure
What does the presence of hydrogen bonding do
Rather then letting the molecules lock togther they form hexagonal rings which have most of empty space between them & this is the reason Ice is less dense than water
