What solicitations must be submitted for CAT review?
Equal to or greater than $5 million, regardless of procurement method used
How are solicitations submitted to CAT for review?
Through Procurement Oversight & Delegation Portal
What type of solicitations are not subject to CAT review (other than those below the $5 million threshold)
1) RFAs based solely on federal funding
2) Grants applications where recipients are govt entities or non-profit businesses (but NOT for profit entities)
When CAT review is required, when does agency have authority to issue/post solicitation?
Not until receiving the review letter from CAT AND
1) complying with CAT recommendations OR
2) submitting to CAT an explanation why the reco is not applicable
What is the recommended time to incorporate into solicitation timeline for CAT review?
30 days
When do changes to a solicitation have to be resubmitted to CAT?
1) when estimated value for initial term of contract (no renewals) increases by 25%
2) significant revisions to scope, deliverables, performance measures, payment methodology
What solicitations must be submitted for QAT review?
1) Associated with a Major Information Resource Project- also must notify QAT when advertised
2) Partially executed contracts of $10 million or more and contract amendments greater than 10% of contract value
What is a MIRP?
1) specifically designated by Legislature in General Appropriations Act
2) Identified in a biennial operating plan whose cost exceed $5 million AND
* Requires 1 or more years to reach operational status
* Involves more than one agency
* Significantly impacts the work processes of employees
What threshold level of MIRP requires an Acquisition Plan?
$10 million or more
Who serves on CAT?
members from each of the following agencies: CPA, DIR, Health and Human Services Commission, Office of the Governor, TFC, and DPS
(designated by statute or appointment by CPO)
What else does CAT do besides review $5 million or more solicitations?
1) reviews any findings or recommendations made by the state auditor,
2) coordinates and consults with the QAT on MIRP
3) develops and recommends policies and procedures to improve agency contract management practices
4) creates and periodically performs a risk assessment to determine the appropriate level of management and oversight of contracts by agencies
What else does QAT do besides review MIRP (which has threshold of more than 5 million)?
1) reviews and provides recommendations on contracts for MIRP with a value of at least $10 million;
2) reviews deliverables produced by projects
3) requires development of a corrective action plan
4) reports to stakeholders (state leadership, agency leadership, agency project team) the assessment of the health and overall status of projects;
5) provide on-going oversight to reduce risk of project overruns and failures of major information resources projects that receive appropriations from the Legislature
Who serves on QAT team?
Representatives from the LBB, DIR, CPA with SAO participating as advisor
What must an agency do if it is unable to purchase an AIS or MIRP using a cloud servicing option?
14 days prior to posting, submit a report to
1) LBB for AIS
2) QAT for MIRP
