What is Regulation 24?
Regulation 24.4 mandates that manual steering should be tested after prolonged use of the heading/track control system and before entering areas requiring special caution.
How often does the MCA recommend testing steering gear?
The MCA suggests testing manual steering at least once a day and before entering areas that demand caution.
What is Regulation 25?
In areas where navigation demands special caution, ships shall have more than one steering gear power unit in operation.

What checks should be completed on the Steering Gear 12hrs before departure?
- The main steering gear,
- The auxiliary steering gear,
- The remote steering gear control systems,
- The steering positions located on the navigation bridge,
- The emergency power supply,
- The rudder angle indicators in relation to the actual position of the rudder,
- The remote steering gear control system power failure alarms,
- The steering gear power unit failure alarms,
- Automatic isolating arrangements and other automatic equipment.
What should the checks and tests include on a Steering Gear Pre Departure?
- The full movement of the rudder according to the required capabilities of the steering
gear, - A visual inspection of the steering gear and its connecting linkage,
- The operation of the means of communication between the navigation bridge and
steering gear compartment.
How often should Emergency Steering Drills be completed and what should be tested?
Emergency steering drills shall take place at least once every three months in order to practice emergency steering procedures. These drills shall include local control within the steering gear compartment, the communications
procedure with the bridge and, operation of auxiliary steering gear.
What circumstances can you not complete, Pre Departure Steering Gear checks?
Ships that regularly engage on voyages of short duration. Such ships shall carry out these checks and tests at least once every week.
What is Regulation 29?
Every ship shall be provided with a main steering gear and an auxiliary steering gear.
The main steering gear and the auxiliary steering gear shall be arranged that the failure of one of them will not render the other one for operations.

Capable of putting the rudder over from 35 degrees on one side
to 35 degrees on the other side with the ship at its deepest
seagoing draught and running ahead at maximum ahead
service speed and, under the same conditions, from 35 degrees
on either side to 30 degrees on the other side in not more than
28 seconds;
What are the requirements for the Auxiliary Steering Gear and rudder stock?
Capable of putting the rudder over from 15 degrees on one side
to 15 degrees on the other side in not more than 60 seconds with
the ship at its deepest seagoing draught and running ahead at one half of the maximum ahead service speed or 7 knots, whichever is
the greater.
List the step by step procedure for adopting emergency local steering
- Alarm is raised and inform master
- If control is lost from the bridge:
- Engineer to steering gear compartment, assess if hydraulic / power is available
- Establish communications (hardwired) with the bridge
- Engineer gives options to bridge to adopt local control
- Bridge replies
- Engineer switches to local control (this isolates remote control in the event of sudden
unexpected control by the bridge) - Engineer reports in local control, ready to test small rudder movement to check control
- Engineer informs bridge ready to steer in local control
- Engineer moves rudder at local control position obeying rudder angle orders (he may
be able to steer a course if a compass repeater available in steering gear compartment - Relief takes over steering (off watch helmsman)

These guidelines aim to simulate electrical blackouts safely and ensure the emergency generator functions correctly.
How long is it recommended for an emergency generator test to last for?
An emergency generator should be run on load for sufficient time to ensure that normal running temperatures and pressures are achieved.
It is recommended that the test run should be of not less than 30 minutes duration and that the load should be as near to the capacity of the generator as is practicable.
What are the mandatory requirements for vessels regarding an emergency fire pump?
Must be fitted to all passenger ships of greater than 1000GT or cargo ships greater than 2000GT.
What are the requirements for a diesel driven Emergency Fire Pump?
- Easily started in cold condition (zero degree C by hand cranking ),
- Fuel tank for engine shall contain sufficient to run on full load for at least 3 hrs,
- Sufficient reserve fuel for 15 hrs, stored outside the machinery space.
