Prevent ability from being wasted early on.
Encourage teaching of meaningful vocational skills to prepare students for work

Role:
Train young unemployed people for work.
Evidence:
Advice, training, subsidised jobs, or voluntary work.
Could lose benefits if refused.
Goal:
Make sure everyone, even school leavers, had job skills.
