The first supervisory officer shall be responsible for the quality and thoroughness of the uniform response.

Upon arrival at the scene of an in–custody death, in addition to complying with unit–specific guidelines shall
take charge of the investigation

SIU Incident

Ensure Sgt attends immediately to determine and advise: • If it is an SIU mandate • Roles of involved officers (subject & witness) • Who was injured and what is the extent • Is the crime scene protected • Are there outstanding suspects • Resources required to assist • Additional supervisors required
Develop/ Implement Strategy
I WILL ENSURE:
• Medical Attention given to injured parties.
• Original investigation continues within restrictions
• I notify Supervisor at Duty Desk and UC of affected Divisions
• Sufficient officers and resources
• Transportation available to transport officers and witnesses back separately.
• Separate officers and not spoken to by other officers
• Weapons are holstered until directed to surrender by Chiefs Designate.
• Media is not spoken to
• Counsel and TPA for officers
• Updates to the Unit Commander if requested
• Notes are completed and forwarded to the Unit Commander, unless otherwise directed by the Chief’s Designate
Request Surrounding Divisions to assist with calls and processing prisoners if required.
IF CRITICAL INCIDENT- evaluate with Supervisor and UC to access need for CIDT
BEING PREPARED AND LIMITING SIU INCIDENTS
Supervise
Heightened Supervision
• Attending potentially violent calls will limit the amount of SIU incidents, as an experienced supervisor takes control and officers are less likely to use excessive force.
• Officers learn good tactical communication from Sgts and techniques to de-escalate situations.
• ID officers who find themselves getting in more pursuits than other officers or officers who have been the subject of excessive force complaints during arrests AND ADDRESS
Training & Equipment
Wellness- Ensure officers are fit, healthy and well fed. More alert and able to utilize their use of force training appropriately.
Sgt’s and officers knowledgeable in their role in an SIU investigation and are familiar with the procedure.
Conduct briefings and debriefings after all incidents involving violent arrests, pursuits and other major incidents to determine what we did well and what could have been done better.
Risk Management
Media reporting on SIU can be damaging.
Legal assistance expenses to our Service, as well as the damage or replacement of equipment that this consistent with these investigations.
Injuries to officers are a tremendous lost the Service and affect the moral of the unit.
Accountability
Officers will know they are accountable for their actions and must justify what they do and what they do not do.
Communicate (Up, Across & Down)
I will regularly speak with my Sgt’s to ensure we all know our responsibilities during SIU incidents.
Ensure my Unit Commander is updated and advised throughout the investigation.
Lead by Example/ Core Values
Lead by example, maintain my professionalism during difficult investigations. Work as a team to pull through the incident and remain a positive and constructive influence.
Follow up
Reward the good work that was done during the investigation and give praise. Support the officers that are Subject and Witness officers
Document
Maintain complete notes of the incident and ensure any relevant reports are forwarded to the Unit Commander
SIU INCIDENT
As a platoon sergeant i will attend immediately.
1) While in route to the location, I’ll read the text of the car the game and understanding what does happen I will monitor the communication over the radio to obtain further information.
2) Once on scene, I will immediately take control.
3) I will ensure the safety of the officers and the victims.
4) I will ensure that the scene is secured and that all evidence is preserved
5) I will determine who is injured and the extent of the injuries
6) I will detail 2 officersTo go with the suspect of the hospital.
7) I will identify the subject and witness officers involved
8) I will separate the officers and check on her well-being.
9) I will never leave a subject Officer alone.
10) As a Sergeant I recognize this is a major critical incident and as such I will send the subject Officers to the hospital and detail an officer to attend with them and stay with them.
11) I wasn’t sure that unauthorized people do not question the officers involved unless it is required for immediate medical attention or the investigation.
I will have the officers involved transported to the station separately if possible and if not I will caution them not to speak about the incident.
At this point I need to consider the resources available to me.
I will advise the OIC, TPOC, of the situation and ask for resources available to me for example CRU, MCU, PRG and other officers from the neighbouring divisions
I will need these resources at the scene for the business continuity within the division.
I will notify and update my divisional oh I see. I will keep detailed notes in my memo book throughout.
I will get another supervisor on scene to assist if possible.
I will brief the Chiefs SAU on-call designated authority and comply with your corrections. I will also brief the duty inspection.
I may need to see the fire and then will do so by season the entire duty belt and ensuring that is secure.
I’m sure the Firearm is unloaded and proven safe in front of the Chiefs on call DESIGNATED AUTHORITY AND THE SIU investigator.
I was in the hospital to check on the officers well-being and sure that they are OK and are being provided for.
I was sure the original investigation continues with the permission of the cheese on call SAU designated authority
I will be sure that witnesses or transport to the station separately for statements
If this is not possible they must go together in vehicles I will caution and not speak about the incident explain why that’s important. Independent recollection integrity of the investigation etc.
If a witness refused to go to the station I will share the office to get sufficient information for follow up on later time.
I will detail and ask you to do the review report.
How are utilize an interpreter when necessary.
Once on scene I will update my OIC
I will check on the mental and physical well-being of the officers involved.
I won’t sure if they are separated but I will not treat them like criminals. Good police work has often been the underlining reason for officers being involved in these incidents
I will caution them not to speak to anybody about the incident
I will ask him to contact her family and let me know that they are OK.
I will ensure the EFAP, CIRT/PSV have been contacted and aware of the incident. And that they prepare for the diffusing session.
I want you that all the reports are completed as appropriate such as use of force Discharge fire pursuit and I OD
I will ensure officers not speak with counsel Or an Association rep prior to completing their notes.
I will ensure witness officers complete their notes independently and before the end of their tour duty unless excused by the Chiefs on-call designated authority
I will ensure that a copy of their notes are left with the OIC, for the PSS SIU Liaison instant life with you always investigator.
I’ll be sure to get permission from the Chiefs on call Designated Authority if an officer is unable to compete their notes before the end of the tour of duty for medical reasons.
I will ensure nothing is turned over to the SIU without specific direction from the Chiefs on call designated authority
I will ensure officers attend a mandatory diffusing sessions while cognizant of not discussing the specifics of the incident
I understand that PRS PSS has custody of administrator investigations into policies Conduct And Firearms I realize the administrator investigation begins as soon as I arrive on scene and my obligations.
I will ensure that members attend the debriefing session to identify training needs risk management health and safety issues and concerns
I will forward findings to the TPC Training And Education Royal Health And Safety of PRS if appropriate
I will ensure Officers attend SIU interviews
When members return to work, I will monitor them ensure that MAS restrictions are complete or complied with. I will ensure the wellness of my platoon.

Wellbeing of Members
The medical and psychological wellbeing of Service members is a priority for the Service.
To assist involved officers in
coping with an event in which the SIU mandate is or may be invoked, access, as required, to medical care and/or a
representative of the Critical Incident Response Team (CIRT) / Employee Family Assistance Program (EFAP) / Peer
Support Volunteer (PSV) will be provided.
Professional Standards officer–involved firearm discharge
Specialized Criminal Investigation –
Homicide death in police custody – other than an officer–involved firearm discharge
Specialized Criminal Investigation –
Sex Crimes allegations of sexual assault
Traffic Services suspect apprehension pursuit or officer–involved collision
Professional Standards Support all serious injury not listed above
Service investigators may consider consulting with Equity, Inclusion and Human
Serious Injury in reference to Special Investigations Unit investigations, a person sustains serious injury if they:
sustain an injury as a result of which they are admitted to a hospital;
suffer a fracture to the skull, limb, rib, or vertebra;
suffer burns to a significant proportion of their body
lose any portion of their body;
as a result of an injury, experience a loss of vision or hearing; or
sustains a prescribed injury.
Every official or employee has a
duty to ensure that the scene is properly preserved from contamination or deterioration, and shall undertake any lawful
measures that appear necessary to the officials or employees for the purpose of protecting, obtaining or preserving evidence
relating to the incident, until an SIU investigator takes charge of the scene.
Entrance to the scene is strictly prohibited, except as authorized by the Chief’s SIU On-Call Designated Authority or SIU
investigators.
Under no circumstances shall the media or other personnel be allowed within the perimeter without prior
approval from the SIU.
Collection of Evidence
In cases where the SIU mandate is invoked, the SIU shall collect all evidence. However, in cases where the SIU mandate
may be invoked and a lack of immediate action may jeopardize the evidence or where there is a potential hazard to the
public, such evidence will be
collected and preserved by Service members as detailed in Procedure 04–21.

Supervisory Officer
When attending an incident where the SIU mandate is or may be invoked shall
take charge of the scene and determine the roles (only) of the involved officers
ensure the scene and all evidence is protected and preserved
segregate the involved officers
ensure each of the involved officers are transported separately to a designated unit, where practicable
ensure unauthorized persons do not question involved officers, unless there is an immediate medical requirement,
or an urgency to locate outstanding suspects, or preserve evidence
immediately notify the OIC – TPOC
ensure the OIC is notified and updated on a regular basis
comply with the applicable portions of Procedures 08–01 and 08–04, if applicable
brief the Chief’s SIU On-Call Designated Authority with the details of the incident
The Administrative Investigation commences with the arrival of a supervisory officer.
Any supervisory officer obtaining
information from an involved officer shall do so under the compulsion of s. 11 of O. Reg. 267/10, for the purpose of the Administrative Investigation.
When the CSPA legislation comes into force, s. 81(1) CSPA will replace s.11 of O. Reg. 267/10.
When required to seize a Service issued firearm shall
do so only if currently certified to handle the specific firearm
