Situation: Extreme Event
An occurrence that results in critical infrastructure disruptions that are beyond the ability of local resources to manage using routine procedures.
Mission
An Extreme Event often results in mass casualties, creating operational demands that can quickly overwhelm emergency service resources (i.e. personnel & equipment). The tasks required to respond to such an event are often complex and time-sensitive.
The primary goal is to maintain public safety by providing an efficient and effective emergency response, while simultaneously completing a thorough investigation.
Execution: Extreme Event Response Phases
An extreme event response can be separated into 3 main components:
Scene Safety (Focused on tactical considerations related to immediate threats and facilitating immediate medical treatment)
Scene Stabilization (Focused on operational considerations related to the structural implementation of the IMS and MCM models)
Scene Management (Focused on Investigative considerations related to evidence collection, and returning to normal operations)

Phase 1: Scene Safety Immediate Action Items
Assume Incident Command and tell dispatcher location of command post
- Assign a scribe note-taker
- Debrief person who can provide you with the most information
Identify which of tasks below that have already been done, and who is doing them
*Threat details (Assume tactical control until ETF arrival):
How many suspects?
Has the threat been neutralized / contained / in custody / outstanding suspect(s)?
How many locations are involved in this event?
Is evacuation necessary?
Need for additional specialized operations support (i.e. PDS, Explosive Disposal Unit, etc.)
Consider Lockdown / Hold & Secure / Shelter in Place (see Procedure 10-13 )
Assign Investigative Lead (i.e. CIB /MCU) to begin an investigation related to ongoing threats and evidence management until the on-call Investigative Team arrives
*Immediate Health Concerns:

Access/egress route for medical treatments
*Access & Egress Routes for Emergency Services:
Clear and identify routes for incoming first responders
Relocate vehicle obstructions with service/contract tows

On-call ETF S/Sgt

Does this fall within SIU mandate? (see Procedure 13-16)

Victim Specialist
*Set Inner / Outer Perimeters: (see Procedure 10-Appendix B)
Inner safety perimeter (contain any immediate threat and protect essential evidence)
Once threats have been neutralized the inner perimeter will transition to a crime scene perimeter
Outer security perimeter (set large enough to accommodate emergency personnel, command posts)
Only essential personnel should be within the perimeter
Phase 2: Scene Stabilization Action Items
Initiate IMS & MCM structure for Scene Management Phase
*Establish Command Post (chose carefully as relocation may lead to operational confusion)
Outside the inner crime scene perimeter but can still be within the outer security perimeter
Ideally allow for privacy and minimize distractions
Assign security at Command Post
IRT member will facilitate delivery of Command Post Vehicle
Assign Deputy Incident Commander to maintain operations while you are in meetings or away from Command Post
Establish communication with the MICC
*Ensure Crime Scene Integrity
Ensure scene log officer(s) assigned to any crime scene
Only essential personnel should enter scene
*Staging Area(s)
Establish Deployment Staging Area(s) to manage incoming personnel / resources (assign a staging manager to co-ordinate resources using Activity Log form)
Establish Media Staging Area outside the perimeter (media liaison ideally member of Corporate Communications notified through TPOC)
Establish Executive Briefing Area outside the perimeter (i.e. police station)
*Victim Management
Assign Victim Hospital Liaison(s) (ideally Supervisors)
Establish Family Information Staging Area (outside outer perimeter)
*Witness Management
Establish Witness Staging Area and provide direction to assigned manager to ensure witnesses do not speak about the event to ensure integrity of their statement
*Internal / External Messaging
Engage Corporate Communications through TPOC for pre-determined messaging to both TPS members and public
Consider public safety notification (see Procedure 17-04)
If applicable, consider issuing an Emergency Public Alert through TPOC (see Alert Ready procedure)
Phase 3: Scene Management Action Items
- In consultation with the Investigative Chief and FIS assess the need to expand or contract the scene
- Civilian resource consideration
District Special Constables (DSC) Parking Enforcement Officers (PEO) Court Officers Auxiliary Officers *Search and Rescue considerations
Consider contacting Fire / HUSAR (through EMPO)
*Scene security considerations
Consider need to implement a vehicle attack mitigation strategy (contact IRT-EMPO for trucks)
*Evidence preservation / collection considerations (consult FIS)
Ensure Scene Investigator is assigned under the direction of the Primary Investigator
Weather, lighting
Tents and Equipment (EMPO, 416-808-4900)
Ensure efficient operations until demobilization occurs
*Ongoing Investigative considerations
Potential risk to National Security (in consultation with IOC-Intelligence Operations Centre through the on-scene Intelligence Liaison)
Implementation of MCM protocols led by Investigative Chief (aka Major Case Manager)
*Resource Demobilization
Consider the need to maintain TPS business continuity (i.e. calls for service) beyond the event
Continually assess the need to maintain the scene/resources, and release resources as they become unnecessary
The Service has enhanced its emergency planning ability by the creation of the Emergency PreparednessCommittee(EPC).
TheEPCismandatedtoincreasetheemergencypreparedness; planning, mitigating, responding to and recovering from emergency incidents.
To achieve this mandate, the EPC has established sub-committees reflective of the Incident Management System (IMS): Public Information, Health and Safety, Investigative, Operations, Planning, Logistics, and Administration and Finance. Emergency Management & Public Order (EM&PO) plays an integral role in the EPC as their members are active in each of the sub–committees.
Incident Management System (IMS)
The IMS is based on a
doctrine enacted by the Ministry of the Solicitor General that recommends IMS as the emergency preparedness model in Ontario. The Ontario Association of Chiefs of Police (OACP) has adopted the IMS as the recommended emergency preparedness system for Ontario police services.
The IMS will be utilized in conjunction with the City of Toronto Emergency Operations Centre (EOC) andcanbeintegratedwithotherpoliciesandprocedures,asrequired. TheIMScreatesaclearpoint of control and can be expanded or contracted with ease in any size or type of emergency to manage response personnel, facilities and equipment.
Undertaking a strategic role, the Major Incident Command Centre (MICC) may be activated for
Level 2 – Major Incident or Level 3 – Disaster Incident emergencies and should be staffed according to the nature and scope of the event. Such staffing will include an officer of sufficient training, rank and authority to access and redirect personnel and materiel support as required, as well as liaise with other policing partners and external agencies. It is recommended that once activated, staffing for command and control should follow the IMS in compliance with Chapter 10 – Appendix A.
Although the IMS may be adopted in response to planned events, the directions in this Procedure are intended for response to unplanned emergencies.
