Master’s responsibility towards the operating and training procedures to cope with emergency situations and to prevent such situations occurring.
The procedures include:
- Muster lists
- Emergency alarms and drills
- Training manuals
- On-board training and emergency instructions
- Recording passenger numbers
- Contingency planning
- Entries to be made in the logbook

It is the Masters responsibility:
- To ensure that their crew are fully trained
- Ensuring a muster list is maintained and updated. All crew who are on the list to be aware of their responsibility should and emergency
- To have contingency plans in place at all times
- Responsible for the upkeep of the vessels log which as a minimum includes:
- Crew
- Passenger Numbers
- Weather Conditions
- Engine Reporting
- Maintenance that has been undertaken
- Bunkering
- Sullage management
- Record of emergency drills
- Vessel Movements
