Knowledge of New Zealand’s relevant legislation as it applies to larger vessels
Part 19 of the Maritime transport act
MARPOL - 6 Annexes 1 - OIL 2 - Noxious Liquids 3 - Packaged harmful substances 4 - Sewage 5 -Garbage 6 - Air pollution
Action to be taken to prevent pollution and in event of a pollution incident.
Isolate, Minimize, Eliminate
Every safe effort should be made to remove pollution from the sea eg;
- Stopping of current activity eg; (Bunkering, Sullage suction) - Use of spill kits, boom etc - notifying local authority's (Harbour Master Port control, MPRS) - Record and report the incident to MNZ
Knowledge of bunkering precautions
S.O.P’s state that bunkering is at a minimum a three person operation.
One crew to be delivering the fuel while standing at the filling point,
Second crew to be at the ready next to the emergency shut off valve
Third crew to be monitoring the fuel level gauge or sight glass
All crew must communicate effectively with each other and be alert and aware of the progress as it happens
Spill kits should be at the ready, Bilge pumps must be set to manual from automatic, Save-all drains must be shut to catch and fuel leaks and paths to sea must be blocked off or closed incase a fuel spill occurs .
Knowledge of requirements to complete a Garbage Management Plan and maintain a Garbage Record Book.
Garbage management plans are set in place to manage all different types of garbage on board including (landfill, recycling, inorganic non-recyclable and organic/biodegradable
The garbage record book records garbage volumes, how and where garbage is disposed of.
Knowledge of SOPEP, MARPOL & Annexes.
SOPEP - Shipboard oil pollution emergency plan,
This plan outlines how the vessel manages oil spills, including responsibilities, recording, reporting, cleanup, training to ensure spill do not re-occur. mandatory for all tankers over 150GT and other vessel over 400GT
