PROTECTION PRINCIPLES
Support rights set out in the Humanitarian
Charter:
support the
the right to life with dignity,
the right to humanitarian assistance
the right to protection and security.
The Principles articulate the role that
all humanitarian actors
can play
in helping protect people.
RaR of humanitarian actors are
secondary to those of the state
The state or other authorities hold legal
responsibility for the
1-welfare of people within their territory or control
2-safety of civilians in armed conflict
PROTECTION PRINCIPLES
1-Enhance people’s safety, dignity and rights
avoid exposing them to further harm
2-Ensure people’s access to impartial
assistance,according to need and without discrimination
3-Assist people to recover from the
physical and psychological effects of threatened or actual violence, coercion or deliberate deprivation
4-Help people to claim their rights
Humanitarian actors take steps to reduce overall
risks
vulnerability of people
including to the potentially negative effects of humanitarian programmes.

Obstacles to accessing assistance
take steps to ensure it is provided in proportion to need and without discrimination.

DISTRIBUTION SYSTEMS
Generally there are three types of distribution:
Groups of camp populations.
Representatives of a group of household heads who then immediately distribute to individual household heads
Individuals who act as heads of households, preferably women, unless this
may give rise to protection issues
1.Groups of camp populations.
Frequently applied in the
1-earliest phase of an emergency
2-large influxes of people before registration and 3-the issuing of ration cards.
This may increase the:
1-risk of abuse
2-can make some individuals more vulnerable
3-leaders may distribute according to their own preferences
2-Representatives of a group of household heads who then immediately distribute to individual household heads.
This system may be chosen in the
transitional period between the earliest emergency phase and the formal establishment
of a
camp
settlement
when there is
1-ittle space to distribute
2-only a limited number of people can be received at distribution points.

2-increase the level of commun
This system could

Depending on the cultural context, this is
usually the preferred and most common system used once a camp is established
