Section 103 Flashcards
Discuss the concepts of Operational Risk Management (ORM)
Increases our ability to make informed decisions
Minimizes risk to acceptable level
Reduce mishaps, lower costs, and provide for more efficient use of resources
What are the five steps of ORM?
Identifying Hazards Assessing Hazards Making Risk Decisions Implementing Controls Supervising
Discuss step 1 of ORM: Identifying hazards.
Outline or chart major steps in the operation ->Operational analysis
Conduct preliminary hazard analysis by listing all hazards associated w/ each step in operational analysis along w/ possible causes for those hazards.
Discuss step 2 of ORM: Assessing Hazards
For each hazard identified, determine the associated degree of risk in terms of probability and severity.
Discuss step 3 of ORM: Making Risk Decision
Develop Risk Control Options
Start w/ most serious risk and select controls that will reduce the risk to a minimum consistent with mission accomplishment
With controls in place, decided if the benefit of the operation out weighs the risk.
IF risk out weighs benefit, discuss options w/ chain of command.
Discuss step 4 of ORM: Implementing controls
The following measures can be used to eliminate hazards or reduce the degree of risk.
Discuss step 5 of ORM: Supervising
Conduct follow-up evaluations of the controls to ensure they remain in place and have desired effect.
Take corrective action as necessary
What are 3 types of methods used in implementing control?
- Administrative Control
- Engineering Control
- Personal Protective Equipment (PPE)
Discuss requirements for provision and use of PPE.
Use of PPE is the last recourse for commander to protect personnel from hazards
Appropriate PPE will be provided
Expenditure funds for PPE is economical, since loss of time for injured, cost claims and loss of materials is reduced.
Discuss the 4 general classes of fires and which types of extinguishers are used on each.
Class A = Solid substances -> Water
Class B = Flammable liquids -> CO2 and Purple Powder PKP. Aqueous Film Forming Foam for large fires.
Class C = Ignite in electrical/electronic equipment -> CO2
Class D = Combustible Metals -> High or low velocity fog at extreme range upwind from fire
Discuss the purpose of operational pauses.
Synonymous to safety stand-downs.
Conduct semi-annually
Provides a break from operations to conduct safety training, review procedures, and assess the commands safety.
Discuss the purpose of Naval Aviation Safety Program.
Enhances operational readiness when it preserves the lives and enhances well being of members by protecting the equipment and material they need to accomplish the mission.
Supports every aspect of Naval Aviation
State the purpose of the Laser Hazard Control Program.
Provide Navy and Marine Corps policy and guidance in the identification and control of laser radiation hazards.
Provisions are mandatory for all Navy and Marine Corps activities.
Apply to the design, use and disposal of all equipment and systems capable of producing laser radiation.
Discuss Marine Corps Hearing Conservation Program Goal.
Goal is to prevent Marine Corps Personnel from suffering occupational hearing loss due to noise exposure
Ensure auditory fitness for duty
Noise in the workplace, whether loud, intermittent or loud continuous, can cause hearing loss over time.
Medical treatment cannot correct permanent noise-induced hearing loss
Noise-induced hearing loss can be prevented by reducing the amount of noise from the source, limiting exposure time, or stopping the noise from reaching the ear.
State the purpose and conditions of safety stand-downs.
Is a period, usually 1-2 days, set aside for safety training, awareness and drills.
Safety stand-downs conducted at least once a year and may be called at any time.
