Probable Cause
Enough factual knowledge or reliable information so that it is reasonable for the officer, in light of their training and experience, to believe that a person has committed a crime
Reasonable Suspicion
The befief that:
- Something related to a crime has just happened, is happening, or is about to happen, and
- The vehicle or the person in the vehicle stopped, detained, or contacted is connected with that activity
Search and Seizure Policy defined
Enforce the Law without fear, favor or discrimination. CHP prohibits and does not tolerate violations of its search and seizure policy
Vehicle Inventory
Not a search
Consent Searches:
5 elements
Consent must be granted freely and voluntarily
Person granting must have standing over the items to be searched
Scope must not be exceeded
They have the right and ability to withdraw consent at any time
Must have probable cause

Shall be completed for all requests for investagatory consent searches, whether or not a search was conducted
Shall request permission from a supervisor
No search will be conducted w/o a signature
