victim-blaming
advertising ‘potential victims’ to modify their behaviour to avoid victimisation can make people more fearful and less inclined to leave the home meaning fewer ‘eyes on the street’

by installing gates, fences ect. people become more fearful and less willing to venture outside the homes. People see outside as dangerous.
