any investigations were used to validate the police, they could do no wrong! There was a refusal to investigate police aggression and if they did then the individual was at wrong not the police force.

Unspoken agreements, The police would respond to middle class needs and turn a blind eye towards offenders to get them on side. 
They needed support from working class too so they withdrew from certain communities to give them space. 
People accepted the police weren't going anywhere

A

Incorporated Victorian culture into the character of constables. Communities saw crime fighters as good.
Books and magazine showed detectives as good. All the good attributes of English gentlemen being transferred to the police.
