SB-89/RESPONSE FOR ARMED INDIVIDUALS Flashcards
PRIMARY OBJECTIVE is civilian and first responder LIFE SAFETY
Approaching the scene:
- take a position that provides protection
- strive to IDENTIFY LAW ENFORCEMENT
- be alert to police posture (guns drawn, etc.)
- visual cues
- audial cues
On arrival members should NOT RUSH and conduct 360 degrees SURVEY (not search : bluff)
Challenge situation : REMAIN MOTIONLESS (no sudden movements) comply with commands/identify yourself
ranking FDNY member will ask RANKING NYPD officer question , such as:
- why are you here (warrant, eep, hostage)
- what is individual wanted for
- is individual ARMED
- what is threat to FDNY members
IF fire/smoke condition is present , in which active shooting is occurring or POSSIBLE FIREARMS could be used against FF’S….
- REMAIN BEHIND HARD COVER AND OUT OF LINE OF SIGHT
- -any time shooting starts, FDNY units, remain behind some piece of cover…cover is NOT the same as concealment
COVER is any material that can REASONABLY BE EXPECTED TO STOP THE TRAVEL OF A BULLT FIRE FROM SMALL ARMS
- concealment simply conceals individual from view
- if members are in an open area without cover, they should immediately assume prone position on the ground
-if weapons are known or possibly present, consider are a HOT ZONE
alert on scene and incoming units of an ACTIVE SHOOTER..consider using EAB TONE WITH AN URGENT MESSAGE to notify units
NEVER request MIXER OFF: ALERT OVER DEPT. RADIO IS CRITICAL TO ALL INCOMING UNITS
