Explain Operational Risk Management in accordance with ATP.

The wearing of any device by an individual which is used to reduce or eliminate accidents that could result in injury or death.
It safeguards & protects individuals against specific hazards, & reduces the frequency & severity of accidents which may result in injury or loss of life.

A program that contains:
A list of chemicals & hazards
Material safety data sheets (MSDS) location/use

Emergency procedures (how to report accidents, incidents, or injuries)
Daily HazMat log
What’s an accident?
Any unplanned or unintended event no matter how serious, that interrupts or interferes with the orderly sequence of actions & results in personal injury or property damage.
What’s a near accident?
An accident that almost happened, an accurate that except for proximity or timely action, would have resulted in damage or injury to personnel.
(a near accident can serve as a warning of hazardous conditions that could result in a future accident)
What are two causes of accidents?
Unsafe acts (violations of an accepted safe procedure) Unsafe conditions ( hazardous physical conditions or circumstances)
What is the goal of ORM?
To be a decision making tool used by personnel to optimize operational capabilities by identifying, assessing, & managing risks. Reducing the potential for loss increases the probability of a successful mission.
What is a hazard?
A condition with the potential to cause personnel injury or death, property damage or mission degradation.
What is a risk?
An expression of possible loss in terms of severity or probability.
What is severity?
The worst credible consequence which can occur as a result of a hazard.
What is probability?
The likelihood that a hazard will result in a mishap or loss.
What is risk assessment?
The process of detecting hazards & assessing associated risks.
What is control?
A method for reducing risk for an identified hazard by lowering the probability of occurrence, decreasing potential severity or both.
What are the 4 ORM Principles?
1-accept risk when benefits outweigh the cost
2-accept no unnecessary risk
3-anticipate & manage risk by planning
4-make risk decisions at the right level
What is the 5 step process for ORM?
1-Identify the hazard 2-Assess the hazard 3-Make risk decisions 4-Implement controls 5-Supervise
What are the levels of application for ORM?
Time critical (on the run consideration of the 5 steps) Deliberate (application of the 5 step process) In depth (complete 5 step process with detailed analysis)
What is the definition of shop safety?
Any condition of being in an environment where the threat of injury, pain or loss of life is diminished.
Describe some safety markings
Black & yellow paint except for fire extinguishers which will be red and eye wash stations will be yellow. The stripes will be at a 45 degree angle & 6” strips for lanes.
What are the basic rules of shop safety?
Be constantly aware of the hazards in your shop.
Know SOPs.
Use common sense
Who is responsible for overall safety?
The commanding officer but it is delegated to the sections and then on to each individual.
