(like Chinese cinicization) more and more land makes them want people be become more Roman, makes people Roman citizens in order to buy into system

Roman empire technology, uses gravity to have water travel miles from source into the cities, moves waste out of cities too
Constantine
issues Edict of Milan after seeing a cross during battle and claiming victory to Christianity, converts to religion, changes capital to Constantinople
Constantinople/Byzantium
capital in Byzantium after Diocletian splits empire into east and west, Constantinople established by Constantine
