learn from past dynasties and use both Confucianism and Legalism, people happy, silk road LDT,

popular for land trade, connected China to places like Rome, East to West trade

allowed for soldiers to be able to use hands to fire weapons while fighting- not all focused on holding on to horse, military advancement
